Pavilion No. 39 was built in 1939 by the architect A. F. Zhukov.
The pavilion was designed as a kolkhoz (collective farm) automatic hydroelectric power station on the river Kamenka. It had a capacity of 12 kW.
In the mid-1950s, the building was renamed Pond Farming and renovated on the outside. Its aquariums featured freshwater creatures and it held themed exhibitions.
An object of historical value foundational to the city.
